Rukun Tetangga

Rukun Tetangga merupakan satu program sukarela yang bertujuan untuk membantu dalam pembangunan masyarakat setempat di Malaysia. Konsep program ini hampir sama seperti Neighbourhood Watch seperti yang diamalkan di United Kingdom.

Sehingga Mei 2006 sebanyak 3,228 Kawasan Rukun Tetangga (KRT) telah ditubuhkan di seluruh negara [1].

Sejarah

Rukun Tetangga telah ditubuhkan oleh kerajaan Malaysia pada tahun 1975 asalnya untuk menjamin keselamatan penduduk setempat [2]. Satu akta yang dikenali sebagai Peraturan Rukun Tetangga 1975 (P.U. (A) 279/75) [3] telah diluluskan untuk memberikan kuasa-kuasa tertentu kepada pertubuhan tersebut.

Pada 1984, fokus pertubuhan ini bertukar kepada merapatkan hubungan di antara pelbagai kaum di Malaysia. Kemudian pada 2001, fokus program ini sekali lagi bertukar kepada fokus sekarang, iaitu pembangunan masyarakat setempat.

Peranan

Peranan utama Rukun Tetangga ialah menganjurkan kumpulan-kumpulan rondaan yang bertugas pada waktu malam untuk mengurangkan kegiatan jenayah di sekitar kawasan kejiranan. Anggota kumpulan rondaan biasanya dianggotai oleh ahli-ahli masyarakat di kawasan kejiranan tersebut.

Selain itu, setiap KRT digalakkan menganjurkan seberapa banyak kegiatan berbentuk kemasyarakatan, kebajikan dan pendidikan selain program meningkatkan perpaduan dan integrasi kaum.

CRIME PREVENTION GUIDE

PHYSICAL PROTECTION

Fix a door viewer, latch chain and surface latches on the main door

Main doors should be of solid construction and fitted with a good quality mortise lock with dead bolting feature, i.e. a key is needed to lock and unlock the door

Install iron grilles with good quality key operated locks for windows

Lock up any ladders, tools and equipment to prevent intruders from using them to enter your house

Trim overgrown tree branches, bushes and shrubs along the perimeter fencing regularly to prevent intruders from using them to enter or hide in your compound

Install lamps with sensors to illuminate your compound and detect intruders

SECURITY MEASURES

Lock all doors and windows when leaving home attended, even for a short while

Do not hide keys under the doormat, in flowerpots or on top of the electricity meter box outside the house

Do not leave notes outside your house announcing your absence from home

Change all locks when your house keys are lost or stolen

Cancel all deliveries (e.g. newspaper) when you are away from home for a few days

Leave the radio or light on at night to give an "at home" appearance

Keep large sums of cash in banks and expensive jewellery in a safe deposit box

Ask your immediate neighbours to keep an eye on your house while you are away

ROBBERY IN HOMES

Keep the grilles, gates or wooden doors locked at all times

Never open the door to strangers

Identify visitors through the door viewer and keep the chain latch of the door fastened when talking to visitors

Inform your family members in advance if you are sending someone unknown to your house

ROBBERY IN PUBLIC PLACES

Be wary of strangers following you or loitering at the lift landing

Avoid taking the lift with any suspicious stranger. Arrange for someone to escort you when returning home late

When inside the lift, always stay close to the lift control panel. This would enable you to control the lift in case a stranger rushes in just as the door is closing

Avoid wearing expensive jewellery or carrying large sums of cash

Plan your route and avoid dark and deserted areas. Use crowded and well lit areas

Beware of suspicious persons loitering at lift areas, stairways, along corridors and isolated public areas

Carry a shrill alarm with you and use it to deter the culprit or to attract the attention of passers-by

WHAT TO DO WHEN YOU ARE ROBBED

Remain calm, do not resist if the culprit is armed

Note the description of the culprit, e.g. his appearance, complexion, clothing, mannerism, movements and other physical details. This will help the police to identify the robber later

Take note of the culprit's direction and means of escape. If a vehicle is used, record the registration number, colour and make of the vehicle. Also note the direction where the vehicle was seen heading towards

Call the police at 999 or your nearest Neighbourhood Police Post / Neighbourhood Police Centre immediately

Rushing to board public transport e.g. bus or being in crowded places

Leaving bags with cash inside at the shopping complex entrance while shopping

Keeping your wallet in the back pocket which is unbuttoned

WAYS TO AVOID SNATCH THIEVES

Always bring minimum cash

Hide cash from public view to discourage snatchers

Always hold or put your handbag in between your armpit.
Never hang your handbag on your shoulder; this is to avoid injuries when dragged

Avoid walking alone at lonely places and near the lift landing

Never expose jewellery that you are wearing

While walking on the street, always go against the traffic flow so that you are able to see what is in front. Handbags must be placed between armpits or held with your right hand

Avoid wearing too much jewellery that can attract thieves

Avoid putting handbag in a place that can easily be snatched, e.g. counter, trolley, etc

Residents bring down illegal ads

AFTER putting up with the many illegal banners and advertisements in their area for years, the residents of Bandar Sri Damansara tore them down themselves yesterday.

The initiative by the Bandar Sri Damansara Residents Association (BSDRA) was supported by the Petaling Jaya City Council (MBPJ) which lent a helping help in tearing down the ads and banners.

About 20 residents and 10 MBPJ enforcement officers gathered at the area as early as 8am to discuss and delegate different groups to different areas of the township.

Do it together: One of the residents going up a ladder to bring down an advertisement on lorries for rent.

However the bulk of the activity was centred along the commercial areas of Persiaran Perdana and Persiaran Margosa where most of the ads were unscrupulously pasted or nailed to trees, lamp posts and TNB junction boxes.

They managed to remove more than 200 big and small ads.

BSDRA president Ravindran Raman Kutty said the residents had been putting up with the problem for 15 years although the MBPJ held cleaning up operations from time to time.

He said the banners and ads had been an eyesore not only to people who lived in the area but also to those visiting it.

“We clean it up but by tomorrow a fresh batch of ads will be up. We suggest that the MBPJ look into the matter seriously. The council should summon the owners by tracing them via the numbers advertised on the banners.

“The problem can be curbed only if action is taken against these people,” he said.

Also present at the event was MBPJ councillor Chan Chee Kong.

He said the initiative by the residents was a good example on how to care for the neighbourhood.

“Such activity creates good awareness and sets an example for other residents associations,” he said.

BANDAR Utama folk! Your views and concerns about local issues will be heard loud and clear on Sunday as The Star People’s Voice - You’ve Got the Power campaign kicks off its first carnival at your neighbourhood.

In fact, what you have to say will be heard not only by the local council and relevant agencies who have been invited to the event, but also nationwide via live broadcasts by RedFM.

The carnival will be held from 9am to 5pm at the Bandar Utama multipurpose Hall.

Part of campaign: Look out for RedFM People’s Voice cruiser that will be cruising into neighbourhoods in the Klang Valley in conjunction with the People’s Voice — You’ve Got the Power campaign.

Residents are welcome to direct their questions to the panel consisting of representatives from the authorities in a forum to be held at the stage area.

Security, the most heatedly discussed issue in Petaling Jaya, has been chosen as the topic of the day.

Selected members of the panel will also be invited on air to answer questions fielded by residents during the forum.

Bandar Utama Residents Association chairman Datuk Manpal Singh said the new collaboration between RAs, The Star and RedFM would benefit all as that would provide an effective channel to highlight issues affecting the residents.

“The collaboration will help RAs to bolster their strength, bring the communities closer and encourage new participation among the younger generation, whose busy schedule might have deterred them from involving themselves actively in raising local issues.

Crowdpuller: Inflatable castles and other games and activities are some of the attractions at the first People’s Voice — You’ve Got the Power campaign.

“The carnival is something that will appeal to them, and we believe they should be concerned because at the end of the day, the issues affect their living space,” he said.

Manpal was confident that the carnival would be attended by more than 5,000 residents.

Apart from the forum, a string of activities has been lined up for a fun day.

Games and contests are in place to keep the children occupied while adults can check out the many booths set up by government agencies and business entities.

Students from several schools in Bandar Utama will put up performances and best of all, food will be served!

BURA deputy president Lim See Meng, who is also a member of the organising committee, urged residents to attend the carnival.

“It is a golden opportunity that we have the decision makers coming to our neighbourhood to hear our grouses, Moreover, it is going to be a fun and fruitful day for us all,” he said.

The first 500 to turn up at the Star booth of the carnival will receive a RM20 voucher each.

The Star People’s Voice - You’ve Got the Power campaign was launched recently as a community initiative by The People’s Paper to connect the residents and the authorities.

Under the campaign, carnivals will be held fortnightly at selected residential areas in the Klang Valley over the next 12 months.

The RedFM People’s Voice cruisers will be present at the carnivals and they will also make their rounds to various residential areas at least twice a day.

Our 1st Neighbourhood Get-Together BBQ Dinner

This idea of a communal dinner was first mooted by Tuan Haji Fadzil bin Mustafa on 17th February 2010 when we had our residents meeting at our Margosa Park. We revisited this thought during our first gotong royong on 10th April 2010 when Mr Heng raised this matter again. There was all round encouraging support by those around. These people included Sidney Khoo, Jeffry Faisal, Mrs Jeffry, Mrs Ravichanthiran (nee Swadish), Lim Kim Sang, Goh Mea Seng and Jonathan Lee.

On 11th April 2010 Sidney Khoo sent out smses to our residents informing them of this BBQ Dinner to be held on 1st May 2010. We had an OC Meeting on 25th April 2010 at ZulPutra Restaurant, 28 Jalan Ara SD 7/3A to finalise our planning and arrangement.

Heng chaired the meeting. The members of the OC included Sidney Khoo, Rosalind, Goh Mea Seng, Steven Kong, S. Ravichanthiran, Swadish, Jonathan Lee and Kelvin Yap (not in picture).

When the final day of reckoning came we reaped a resounding success despite the earlier shower. It was great that the shower could not dampen our communal spirit. We had an overwhelming success. Syabas to the residents of our MS Community! About 150 to 200 residents together with families and other invitees graced the function. We also salute the encouraging support of the BSDRA team including our brothers David Zone and Kutty Ragu.

Don't smile, you're caught on camera

KUALA LUMPUR (April 6, 2010): This motorcyclist (circled) is definitely courting trouble.

He was spotted running the red light at the Jalan Tun Razak - Jalan Ampang junction, at 1.18pm today, during which he narrowly missed being hit by a car whose driver had obviously refused to give way to him.

The errant motorcyclist was in fact simultaneously committing a second offence -- that of making an illegal U-turn at the junction.

Motorists should bear in mind that being in a rush to go somewhere is not a good reason to disobey basic traffic rules, especially that "Red means Stop!" because their lives and limbs, as well as that of other road users will be at risk. -- theSun

The boom gates and guard posts in the MS Community

M4 is manned around the clock by one static guard. The boom gate is let down at 12 midnight and would be lifted at 6.00am. Guard post at M4 is considered as the main security base.

Here the static guard would be on duty from 7.00am until 9.00pm daily. From 9.00pm till 6.00am the boom gate would remain close.

The boom gate at M6 is closed permanently. It is important to ensure that cars are not parked there.

Clock Points in the MS Community

The Aeroline Computerised Watchman Clock System which was handed over by BSDRA is employed by the MS Committee. The Aeroline is designed as a unique perimeter clocking system for monitoring your security guards. It would enhance our security, when information regarding our security guards' petrolling movement and productivity, will be made available to us at our fingertips.

Aeroline system is 'user-friendly'. It can be operated with little or no training and the information collected are very secure, accurate and can easily be downloaded into the BSDRA computer by the BSDRA Honorary Secretary to produce comprehensive reports.

At the present moment there are 18 clock points in the MS Community. The distribution of these points are as follows:

New platform for people to voice their grouses

PETALING JAYA: Klang Valley folk will be able to voice their grouses and broadcast them nationwide, thanks to a multimedia platform launched by The Star.

“The Star People’s Voice – You’ve Got the Power” campaign allows the people to directly engage with local councils and agencies at mini carnivals that will be organised twice a month over the next 12 months at selected residential areas.

The mini carnivals will see various activities such as forums with the local authorities and outdoor broadcasts by RedFM.

“This campaign will also help to foster better relationships among neighbours,” Star Publications (M) Bhd executive director and group chief editor Datuk Seri Wong Chun Wai said at launch of the campaign by Kuala Lumpur mayor Datuk Seri Ahmad Fuad Ismail at Menara Star here yesterday.

Ng, ACP Arjunaidi, Red FM chief operating officer Lim Cheng Hee, Wong and Ahmad Fuad unveiling the ‘People’s Voice’ cruiser at the Menara Star in Petaling Jaya yesterday.

The first carnival will be held on May 9 at Bandar Utama.

The People’s Voice cruisers will be present at the carnivals and will visit Klang Valley residential areas at least twice a day.

The Star is pledging RM1mil, which will be channelled to residents’ associations for the benefit of the community.

Its circulation department will be promoting special subscription packages to meet this pledge.

Wong said The Star had always been concerned with the needs of the community.

Hear us out: Representatives of residents associations around Klang Valley and guests rejoicing at the launch of The Star-Red FM ‘People’s Voice’ campaign.

“We would not be where we are today without the support of the people.

Personally I do not think filling the potholes or patching the holes needed would not help the situation. About 16 years had gone by and therefore It is most needful to resurface roads like Jalan Margosa SD10/1A, SD10/1E, SD10/2, SD10/3 and SD10/3A. Roads SD10/1B - SD10/1D were resurfaced by Syabas after the change of underground pipe heads.

KUALA LUMPUR: Security guards in the private sector will enjoy a huge increase in salary beginning July 1.

Announcing the pay increase yesterday, Human Resources Minister Datuk Dr S. Subramaniam said the take-home pay for workers in the sector after the increase would range between RM1,100 and RM1,450 per month.

Their current salary is between RM300 and RM400 per month as provided under the Wages Council Act, he said, adding that the details of the salary increase in various zones would be released later.

Dr Subramaniam said about 40,000 foreigners are involved in the industry, and ministry sources said about 150,000 Malaysians worked as security guards.

He also hoped the salary increase would encourage more Malaysians to become guards.

“We are also planning to increase the salary of workers in the textiles, electronics and hospitality industries. We hope to finalise it by the end of the year,” he told reporters at the Parliament lobby here yesterday.

Dr Subramaniam said his ministry was now reviewing the labour laws to encourage economic growth to complement the New Economic Model.

He said the ministry had discussed this with the Malaysian Employers Federation, the Federation of Malaysian Manufacturers, the Malaysian Trades Union Congress, National Union of Plantation Workers and Cuepacs to get feedback and proposals.

He added that the ministry planned to review various labour laws with the hope of making things more business-friendly,” he added.

Datuk Lee Hwa Beng, who is chairman of the national minimum wage council for private security guards, said that with the new salary scale, security guards should perform better.

The low pay had resulted in poor quality work, he said, adding that many had to work double shifts or work 16 hours to make ends meet

“This has caused the public to lose confidence in the industry,” Lee added.

KUALA LUMPUR: Kira-kira 190,000 pengawal keselamatan akan menikmati kenaikan gaji pokok antara 67 peratus hingga 75 peratus kepada RM1,100 hingga RM1,450, mulai 1 Julai depan.

Menteri Sumber Manusia, Datuk Dr S Subramaniam, berkata pekerja sektor keselamatan ketika ini menerima gaji pokok antara RM300 hingga RM400. Bercakap kepada pemberita di lobi Parlimen semalam, beliau berkata keputusan menaikkan gaji itu dilakukan mengikut Akta Majlis Penetapan Gaji 1947. “Saya mengharapkan dengan kenaikan gaji pokok itu, dapat menarik lebih ramai warga tempatan menyertai sektor keselamatan, sekali gus mengurangkan pergantungan kepada pekerja asing,” katanya.

Ketika ini ada antara 30,000 hingga 40,000 pengawal keselamatan warga asing.

Subramaniam berkata, Majlis Penetapan Gaji juga sedang menyediakan kertas kerja bagi pekerja di sektor perkhidmatan, elektronik dan tekstil.

"Kita berharap dapat mengumumkan gaji pokok minimum dalam sektor hospitaliti sebaik saja kajian mengenainya selesai dalam tempoh dua hingga tiga bulan lagi. Kita memerlukan lebih masa mengkaji gaji minimum untuk pekerja industri lain," katanya.

Sementara itu, katanya, kementerian dalam proses mengkaji semua undang-undang buruh untuk menggalakkan pertumbuhan ekonomi selaras dengan Model Ekonomi Baru (MEB) yang diumumkan Perdana Menteri, Datuk Seri Najib Razak.

THERE are times when one simply has to admire their creativity and persistence. They certainly know a thing or two about copywriting and the importance of strategic location. And they do not give up easily. Apparently, some have even gone from being mere localised entities to go “state-wide” as their “ads” can be seen everywhere in the Klang Valley.

I am talking about the creative souls who take up every available space there is to advertise their services and products, ranging from ‘Pinjaman Mudah’ (easy loans) to private tuition to ‘Ubat Kuat Lelaki (male aphrodisiacs) and what not.

They utilise phone booths and pedestrian bridges to hang their posters, banners and buntings. They also deface public amenities such as lamp-posts, road-signs, fuse boxes with stickers that come in all sorts of shapes, sizes and colours. Even trees are “adorned” with innovative DIY advertisement materials.

The neighbourhood where I live in Jalan Kelang Lama is fast becoming the land of illegal ads!

These ubiquitous posters, banners, buntings and stickers are not only an eye sore; they also carry with them some negative effects on both the motorists and the environment.

The menace has aroused increasing discontent among city residents, yet no matter how many times you complain to the authorities to take them down, the illegal ads keep coming back!

Just a month ago, the issue of illegal advertisement cropped up when I met Kuala Lumpur mayor Datuk Ahmad Fuad Ismail in his office in Jalan Raja Laut.

The mayor expressed his concern about the issue and said DBKL would wage an all out war against those involved in the activity.

Apart from imposing a bigger fine, other solutions being explored by the DBKL include finding a non-stick surface preparation technology to prevent people from sticking bills and posters as well as calling up the number advertised and hauling the owners to court!

Over in Klang, Klang municipal councillor Lim Lip Suan is offering cash incentives to residents who remove all forms of illegal advertising. Residents are paid 30 sen to 50 sen to bring down illegal advertisements in their neighbourhood.

The Subang Jaya Municipal Council (MPSJ) had, during its full board meeting last month, said it would bar the telephone lines advertised by illegal advertisers.

The MPSJ is working with the Malaysian Communications and Multimedia Commission to curb the problem of illegal banners, buntings and stickers offering an assortment of services.

Indeed this phone war on illegal posters has been adopted before. The China Internet Information Centre a few years ago reported that Shanghai Public Sanitation Bureau officials pestered people who illegally pasted flyers on poles or walls with a barrage of phone calls in a bid to curb the activity.

It involved audio software which would automatically call the particular mobile phone number left on the advert every other hour. The frequency for calling would be raised gradually to deter offenders.

The system proved effective with 80% of the offenders choosing to stop their activities by shutting down the mobile. Perhaps the DBKL might consider something similar.

Fuad invited the public to be his eyes and ears and report on these illegal activities, but I think the public can take that invitation further and play a more proactive role, like the persistent residents of Taman Danau Desa, Jalan Klang Lama.

Fed up with the unsightly posters and banners that adorned every nook and cranny of the neighbourhood, the Danau Villa Residents Association decided to clean up their neighbourhood (Star Metro May 23 ‘Cleaning Up Taman Desa).

’Members would make it a point to stop and pull down illegal banners and unsightly materials that they came across as they go about their daily routine. Needless to say, their persistence has proven to be effective.

It is our joint social responsibility and civic duty to keep our neighbourhoods and cities clean and not just expect the local governments to do everything. Everyone must do their part in building a sense of belonging for their neighbourhood and make it their own.

Our MS Community is not spared of this illegal ads menace. We must take the necessary needed action to stop this menace once for all eternity. Just see how our street pole look like with these illegal ads.

I have just learned that MBPJ, thru' a sub-committee had convened a meeting and have decided TO MAKE a stand that all "boom-gates" erected within the authority of MBPJ - illegal and shall be removed/dismantled ASAP or when or after an official letter is issued to all those concerned.

I was made to believe that MBPJ is just making a stand in order to protect themselves from any legal liability, however, folks we need to meet to discuss before they enforce the decision!

IT was a proactive move by the Petaling Jaya City Council (MBPJ) when it announced that it wanted to have an auxiliary police unit under the enforcement department.

MBPJ had allocated RM4.29mil from its 2010 budget for the purpose, which included emolument, services equipment, assets and other expenses.

Petaling Jaya mayor Datuk Mohamad Roslan Sakiman had said the the auxiliary police was to complement efforts by the police force to keep crime at bay.

It was also in line with MBPJ’s objective to make Petaling Jaya a safer city.

The application was turned down last month and the council submitted an appeal a few days later. It would only know the outcome of this in two months.

For safety: Auxilary policemen on duty at a shopping centre in the Klang Valley

Subang MP Sivarasa Rasiah said Inspector-General of Police Tan Sri Musa Hassan had rejected the application because of “overlapping responsibilities”.

The grounds for the rejection is not unreasonable as some of the district police jurisdiction and tasks will be overlapping should this come through.

Sivarasa had said the current ratio in Petaling Jaya was one officer to 1,200 residents, which is far from the ideal ratio of one officer to 250 residents.

According to Petaling Jaya Utara MP Tony Pua, Klang and Petaling Jaya have the highest crime rate in the state.

So setting up the auxiliary police would help fight crime especially in residential neighbourhoods.

However, some residents argued that having 100 auxiliary policemen would not be sufficient as they would have other duties such as escorting VIPs and guarding the municipal courts.

Petaling Jaya OCPD Asst Comm Arjunaidi Mohamed had said the police were concentrating on high crime rate areas like Sea Park and Damansara.

He said the crime rate was much lower in areas like SS3 and SS5 but gave an assurance that they were beefing up personnel in areas like Sea Park and Damansara.

Kuala Lumpur Sentral is one of the examples where auxiliary police are present to ensure safety and security. Being a high-risk area with thousands of commuters and foreigners, the auxiliary unit is essential for the safety of Petaling Jaya residents.

Gated issue still a hot topic - MBPJ has only approved one application so far

THE issue of gated and guarded communities must be the most hotly debated topic in Petaling Jaya currently, with one side saying they need the system to keep criminals at bay while the other insists that it is simply illegal to block public roads.

The Petaling Jaya City Council (MBPJ) follows the existing guidelines issued by the Housing and Local Government Ministry, as well as the Gated and Guarded Community draft guidelines by the Selangor Housing and Property Board.

Meanwhile, we also adhere to the Ownership Strata Act 1985 (Act 318), particularly Section 6 (1A) that touches on “Gated Communities”.

The definition of a guarded community scheme is that it is an enclave provided with security services with or without a guard house and no physical barriers.

On the other hand, gated community is defined under Act 318 as a development that is demarcated with a physical structure that runs along the perimeter or boundary with controlled access to the public.

The following points have to be complied with if a housing estate wishes to subscribe to the gated and guarded scheme:

·Request has to come from residents associations, or the developer if it is a new development;

·At least 85% consent from the residents (for existing housing schemes);

·Only one guard house is permitted and it should measure 6m x 8m;

·The guard house should not obstruct traffic flow and should be built on the side of the road with written permission from the local authority;

·Vehicles cannot be prohibited from entering the housing estate;

·Boom gates are only allowed to be used from midnight to 6am;

·The authorities are allowed to enter the said area at any time; and

·The installation of perimeter fencing is strictly prohibited.

So far, the council has approved only one of the 15 applications received as the rest failed to meet the requirements.

A total of 28 housing estates are implementing the gated and guarded system illegally and we have not received any applications from them. The council is taking action and we will remove the obstructions and bill the residents for the job if they fail to do it.

We are also looking at alternatives for residents to enjoy a safe environment without compromising on convenience and accessibility.

My suggestion is for residents’ associations and Rukun Tetangga to further boost solidarity through the inculcation of neighbourliness.

Residents can foster closer ties with their neighbours and the community and patrol their own neighbourhoods.

The council has also appealed to the police after the proposal to set up an auxiliary police force was turned down. We are still awaiting their response.

Giving RAs a bigger voice

RESIDENTS Associations (RAs) in the Klang Valley will soon have an effective platform to engage directly with their local councils and relevant agencies.

Under an initiative by The Star and RED FM, about 180 RAs in Selangor, Kuala Lumpur and Putrajaya would be invited for meeting to be held at Menara Star, Petaling Jaya on April 25 at 3pm.

The Star group chief editor/executive director Datuk Seri Wong Chun Wai said the tie-up with the RAs was part of the media group’s efforts to work closely with its readers and highlight the problems they faced in their neighbourhoods.

“The topic for the meeting is something that has been hotly debated and close to the hearts of residents in the Klang Valley — neighbourhood safety.

“The residents and authorities can discuss and find a workable solution for the safety of their homes,” Wong said.

He said the programme would also see The Star and RED FM going to various neighbourhoods in the Klang Valley to hold carnivals which would include games, food fairs and contests for the residents.

The RED Ryder team would also be having roadshows to promote the event at the various neighbourhoods in the Klang Valley.

Wong said RED FM would hold live broadcasts at the location of the carnivals to allow listeners to take part in the issues being discussed at the particular neighbourhood.

“We want to go to the ground to serve as an effective bridge between the RAs and the authorities.

“We have also designed special programmes and events where local RAs can benefit from the sale of our publications and other products.

“Part of the proceeds from the sales of these items will be channelled back to the RAs which they can use to fund their activities,” Wong said.

He said the briefing session on April 25 would provide details to the RAs on the framework of the mini-carnivals to be held at the various neighbourhoods .

“We intend to hold mini-carnivals once every fortnight at a selected neighbourhood. It will be on first come-first-served basis. Some RAs have already given us their preferred dates and we will do our best to accommodate them,” he added.

Among the RAs which have confirmed their participation for the programme are Bukit Jelutong, Damansara Emas, Mutiara Subang and Bukit Antarabangsa.

The guest-of-honour will be KL mayor Datuk Seri Ahmad Fuad Ismail.

Greetings.

I wish to congratulate BSDRA for holding its 15th AGM this coming Sunday, 28th March 2010. I am proud to be been associated with BSDRA as a Life Member and a former of the committee.

I still remember one of main issues that BSDRA has often brought up with the then MPPJ (now MBPJ) was to light up all our parks. The then President, Y. Bhg. Dato' Emran agreed to include in the Council's annual budgets so that the lighting up of parks could be carried out in a systematic manner. After hearing our needs, Y. Bhg. Dato' recognised the importance of making our "township" brighter so as to deter unwelcome visitors to our homes.

I still remember with gratitude the first area to be lighted was the park located at Jalan Kenanga SD9/5J and this was done many years ago. I was also given to understand that other areas like Cempaka, another part of Kenanga, Jati, the Central Spine located between Kenanga and Margosa, etc were subsequently provided with light poles. However there are still several parks which are still in darkness at nightfall.

It is my hope that BSDRA would provide the members with the names of the parks with the lighting facility and those which are still without. Please allow me to name two parks in our MS Community: 295 OU 10/1A which has a short jogging track and 242 OU 10/3 which are in dire need of lights. Our MS Committee could only afford to fix up some light bulbs at the moment. With the help of our members, the other parks with their needs could be very easily identified.

There is a need to take this matter with MBPJ again. We must endeavour to get all parks lighted in the shortest possible time.

MS Community - Our maiden effort at gotong royong

Our communal gotong royong which was planned to kick off at 7.45am could only commence at around 9.00am because there was a refreshing shower of blessing. Our residents numbering 32 excluding children went about their "work" with great enthusiasm after a briefing by Mr Clarence J Dennis, our Organising Chairman.

The presence of members of our BSDRA Committee 2010/2011 was the added encouragement. We were very well supported by staff of Alam Flora and SH-R Enterprise.

This young girl prayed for the rain to stop.

Clarence was really delighted when the rain finally stopped.

Kelvin Yap doing his best and Dass was waiting to clean up. Good teamwork!

Damansara Jaya RA fulfills council guidelines

Nod for only one gated and guarded scheme

THE only approved gated and guarded community among the 16 operated by the residents associations in Petaling Jaya is the one from Damansara Jaya.

Another 28 residents associations (RA) which are operating gated and guarded service in Petaling Jaya have not obtained approval from the Petaling Jaya City Council (MBPJ).

The council’s engineering director, Cheremi Tarman, said during a briefing on Sunday that the Damansara Jaya Residents and Owners Association (DJROA) was the only one approved so far.

“The application by DJROA was the only one approved for gated and guarded community out of the 16 applications we received while the 28 other housing areas providing such facilities have not obtained approval from the council.”

Not allowed: The use of oil barrels like in SS2, Petaling Jaya, will have to be removed.

Cheremi said the council had approved DJROA’s application as they had fulfilled the criteria under the term “guarded community”.

“They have 85% of the residents giving consent for the service and the security booths do not obstruct traffic,” said Cheremi during his presentation on guarded community to about 100 residents representing their associations in the city.

With photographs to assist, he pointed out the several gated and guarded community schemes which had guardhouses obstructing the traffic as well as those using oil barrels as gates for backlanes and main roads at night.

“Gated community areas should not hinder vehicles from entering the area by putting up barricades. The local authorities have the right to enter such housing areas at any time of the day,” said Cheremi, adding that this was one of the Selangor Housing Property Board’s guidelines and which MBPJ had been adhering to.

The other guideline is that each security booth should only measure 6m x 8m.

Obstructions classified as critical

· Barriers placed on public roads which cannot be removed;

· Barriers that could affect the current traffic flow in the area;

· Barriers using a pass or an autogate system; and

· Action taken on barriers if the council receives complaints from residents in the area and after investigation had been conducted.

He said in the council’s infrastructure and traffic advisory meeting in December last year, it was agreed that action would be taken on permanent structures while the council would also not take responsibility for the demolition costs or the removal of the barriers. This would have to be borne by the residents.

He went on to enlighten the residents on the Street, Drainage and Building Act 1974 (Act 133) 46 (1)(a) that states that any person who builds, erects, sets up or maintained any wall, fence, rail, post or any accumulation of any substance or any obstruction in any public place shall be guilty of causing an obstruction.

The Road Transport Act 1987 states that any person who places objects across a road that endangers lives will be fined or imprisoned for a term not exceeding six months or both.

MBPJ enforcement and security director Mohd Fauzi Maarop then took over with another presentation on MBPJ’s suggestion to introduce auxiliary police in the city.

Fauzi said application for MBPJ’s auxilliary police was sent to both the Selangor police chief Deputy Comm Datuk Khalid Abu Bakar as well as the Inspector-General of Police Tan Sri Musa Hassan on Feb 26. They hope to have 100 personnel involved.

The application for the RM4.2mil project was turned down on March 22 and the council reapplied again on March 25 and would only know the final outcome in two months.

Fauzi also specified the 15 duties of the auxilliary police officers and why they were needed to keep the city safe.

However, after a repetition of several points and duties, Fauzi’s auxilliary police presentation was the first to be questioned by the residents during the Q&A session.

“You are applying for 100 police bantuan, then you want them to guard the courts and the MPBJ. Then the 100 people would be of no use and the residents are not going to see the use for them.

“As far as I know, police bantuan are meant to assist police where the police cannot get access to residential areas. It is no wonder that the IGP turned down the application. We must get our act together first. There was not enough deliberation before proposing the idea to the IGP,” said a resident from Section 18.

A resident from Kelana Jaya said he too did not agree on the duties that the auxiliary police would be undertaking.

“With only 100 officers in 25 zones in the city, I don’t think they would have time for the residents as they would be busy guarding the courts and escorting VIPs,” said the resident.

Councillor Derek Fernandez who was at the meeting was quick to rebut, stating that the residents had overlooked the main point of the presentation by Fauzi.

“The main reason is protection in the area you are talking about, and all the other areas are subsidiary duties,” said Fernandez, referring to the list mentioned by Fauzi like assisting MBPJ officers in raids, on duty at its free trade zone, escorting VIPs, checking illegal foreign workers and other duties set by the council.

Another resident said his housing area decided to implement only the guarded community concept after reading the problems in setting up a gated and guarded community.

He said for a guarded community. the residents only had to employ guards to make rounds in their housing area.

“Why do we need the consent of so many people when we are not a gated community. I feel that we do not have to have such a clause as long as the residents within the housing area are agreeable to paying the guards each month.

“We are not disturbing anyone, we don’t have boom gates, we don’t have pass cards.”

Fernandez then continued to give his explanation on the gated and guarded community problems faced by the council.

“The problem here is not that MBPJ wants to victimise the RAs. The fact that there are 28 that do not comply with the law and that we have not taken any drastic action shows that we sympathise with their problems,

“We recognise the need of the residents to protect their homes. We have to operate within the law and we feel that the law presently does not allow the barricades and the closure of roads.”

At present he said MPBJ was only taking down barriers in critical areas like those which were causing traffic congestion and the removal of oil barrels that had been said to be a breeding ground for mosquitoes.

DJROA president Yew Cheng Hoe said he was surprised when MBPJ announced the decision at the meeting.

“When we started in 2008, we gave the council, police and the fire stations all our plans, and we will brief them whenever there are any changes,” said Yew when contacted.

He added that crime in the area had reduced from about 35 cases a month to about two now.

Our collective Margosa Security programmed for Jalan Margosa SD10/1A, 1B, 1C, 1D, 10/2, 10/3 and 10/3A commenced on 1st November 2009 with the hope that our residents may enjoy a higher sense of security. The Protem Committee with the general consensus of the residents had taken the following decisions:

• The boom gate M6 (see location plan attached) located at Jalan Margosa SD10/2 shall be closed permanently.

• The boom gate M5 (see location plan attached) located at Jalan Margosa SD10/1 shall be closed during non-peak hours. This gate shall be opened only for the following hours: 6.00am-9.00am; 11.00am-1.00pm and 5.00pm-9.00pm with one static security guard on duty.

• The boom gate M4 (see location plan attached) located at Jalan Margosa SD10/1 near to Jalan Margosa SD10/1E shall be manned round the clock.

We seek to inform you all of this needed change to facilitate our security strategy. Thank you for your kind cooperation.

2. Stickers:

a. For participating residents – currently finalizing the distribution
b. For non-participating residents – to be printed and distributed upon getting their car no.
c. Kindergarten visitors (with different car stickers) will be charged at RM2 each.
d. Motorcycle stickers – to be printed and distributed.
e. School Bus/Cars; individual to gather the vehicle no and inform Street Leaders, who will liaise for the sticker issues, which will be charged.
f. Gate Tags will be provided for all participating residents. Cost of each tag is estimated RM3 each and will be distributed (pending availability from Alan).
g. Visitor Pass – to prepare soonest.

3. To expedite getting the Letter of Consent for gate closure

a. Sidney to email to all for committees/street leaders to expedite getting the outstanding signatories.

4. Guard House & Boom Gates

a. Guard Houses are under construction and will be completed within a week.
b. Letter has been issued to inform RA of the Guard Houses and Boom Gates construction.
c. Suggestions for guard house to have better roof – to be determined upon getting the funds.
d. Yap will obtain the Press Auto Boom Gate prices and to be built upon getting the funds.

5. Support for SD9/123 application for fixing speed breaker and fencing up park main entrance between SD9/1 and SD10/1.

a. To expedite the support signatories from SD10/2, 10/2A and 10/3.

6. Persatuan Penduduk Bandar Sri Damansara (RA) is imposing administrative fees of RM200.00 per month.

a. Have paid for January 2010.
b. Proposed to get refund or clear previous over-payment of security fees to RA, before continue the monthly RM200 payment.
c. To propose waive of RM20 per usage charges for using RA office.

7. Security Guidelines

a. Jeffry will draft the Security Guidelines for Security Co and Guards and distribute for all to comment.
b. Security Guidelines for Security Co and Guards will be given to existing security co. (SCS) and Committee will detail out the expectation to SCS.
c. SCS has provided ID cards copy of the 5 security guards, but one of them has just resigned.
d. Committee will get the detail of the new guard (s) from SCS.
e. Committee will instruct SCS to inform change/replacement guards to Secretary (Rosalind) and Jonathan.

8. Tagging device; Heng will obtain from RA the tagging device together with the tagging points in the area.

a. Will sign a letter to RA stating we have taken the tagging device
b. And will in turn get security co. (SCS) to sign similar letter.
c. Tagging device is to be sent to RA’s Karen on every Monday 11am to download the tagging records.

9. Alternative Security Cos.

a. Heng & Sidney have met a new co., Delta Force, which offer same price and with free two Press Auto Boom Gate, one each at M4 and M5. Drawback is that they do not operate in SD now.
b. Will discuss with co. with operate at SD10/4-8.
c. Committee decided to pursue new co. if SCS fail to adhere to the guidelines and meet the expectation.
d. Any changes will be after March 2010 due to the CNY festive.

10. All decided to have a meeting/briefing session with all SD10/1-3 residents on 7th Feb 2010 at the playground’s basketball/badminton court, at 5pm.

a. Committees/Street Leaders shall inform respective residents accordingly.

11. Others:

a. Gotong Royong suggestion by Jonathan via email; All decided it will be carried out later, after the festive, with details to be worked out later.

9 Infrastructure improvement & enhancement (See location map) – guard post repair, fencing, lighting, etc ( Approximately RM 10,000.00 depends on design )
 To build 2 new Guard Post estimated at RM 5000.00
- To proceed with building of both guard house and all agreed with the price.
 Tenaga deposit and meter connection cost RM 1,800.00 each.
To proceed with application for Tenaga Meter on Guard house M4 only due to fund.
 Tenaga deposit and meter connection for M5 guard house will delay depends on fund collection.
 We need additional RM 500.00 for lighting internal wiring for both guard house.
 To check with SD10/1E if they want to join the security.
 Any house with Tenaga pole can apply for street light at RM 10.00 per months. We can collect the application and send on behalf.

Minutes of the 1st Jalan Margosa SD 10/1A/1B/1C/1D Residents Security Meeting 2009 Date: 14th October 2009 Time: 9.30 p.m. Venue: 22, Jalan Margosa SD 10/1D Attendance: See Annex`A’ INTRODUCTION 1. This meeting was held informally to discuss the setting up of a security arrangement for the houses situated in Jalan Margosa SD 10/1A, 10/1B, 10/1C and 10/1D. For the present, residents from Jalan Margosa SD 10/1E are not involved as their street also serves as the access road to a condominium and cannot be considered under the security arrangement proposed. Twenty-two (22) residents turned up for this meeting coordinated by Mr. Allan Ong Yeow Fooi. After thanking the residents who turned up for the meeting, Mr. Allan proceeded to brief the residents on the current security situation and the objective of the meeting. DISCUSSION AND DECISIONS 2. Current Status. Mr Allan Ong stated that at present residents of SD 10/1C and 1D had already started the security program for both their streets by collecting RM1600 per street and employing guards from the company run by Mr. Lim. He also stated that most of the residents of SD 10/1A, 1B and 1C have agreed to join this arrangement. The residents discussed whether they wanted to carry out monthly collection for the security on a “per street basis” or collectively, i.e. all 70 houses in the area. Decision: The residents voted for collection of monthly fees for the security arrangement to be on a collective basis whereby the total collection for all the 70 houses in SD 10/1A, 1B, 1C and 1D will be pooled and kept by an appointed treasurer, with the individual street representatives (4 for each street – 2 for each row of houses) keeping a record of all monies collected and remitted to the treasurer. However, the responsibility for the collection will lie with the respective street representatives. 3. Boom Gates: The residents discussed the need for boom gates to be placed at every street entrance and to leave only one gate open i.e. access to and from the area will be restricted to only one gate. Some residents voiced their concern that the streets in the area were not built for heavy 2-way traffic flow and the haphazard parking outside houses will make the problem worse. Other considerations discussed were the problems for friends, garbage collectors, TNB, visitors etc to access the area. The residents were also reminded that the opening of only one street for entry / exit will cause a heavy flow of traffic to be concentrated on that street thereby causing inconvenience and annoyance to those living there. Some residents suggested that the existing boom gates at the entry points from Persiaran Perdana and towards the Shell Station be utilized. Decision: The residents decided that the consensus of all residents residing in the area would be sought to decide the issue. All residents will be provided with a consent form to state their choice and if they agree to give their consent. Jeffry Faisal from SD 10/1B volunteered to prepare the consent forms. For the present the residents agreed to have empty oil drums in place to restrict entry / exit traffic to two streets i.e. SD 10/1B and 1C only during the daytime, and 1C only during the night time. 4. Security Company: The residents discussed the awarding of the contract for the provision of the security services, with some residents suggesting to maintain Mr. Lim’s company and others requesting for an open quotation process to select the best and most cost effective provider. The residents were reminded that the quality of the guards were of utmost importance as residents will opt out and not pay if they perceived the guards as ineffective or non-performing. The residents were briefed that the reality was that most of the guards employed by security companies today were not trained, did not comply with the existing regulations and had a high turn-over rate. Jeffry Faisal, who was a former security committee member for the Bandar Sri Damansara Residents Association, volunteered to set down conditions and regulations on the duties and conduct of the guards once the residents had decided upon the company to be employed. However, the residents were reminded that each and every resident had a role to play in providing feedback on the performance of the guards. Decision: The residents collectively agreed that a request for quotation will be called for from a few security companies. However, in the mean time, the present arrangement with Mr. Lim’s company be maintained on a month-by-month basis. 5. Monthly Collection: The residents discussed the amount to be collected monthly from each household. They also discussed whether the collection was to be based on each household or each family (as some families had more than one house). The residents were also briefed that the collection was based on how many guards they wanted – the ideal being having 2 guards during the day and 2 during the night. The residents were also reminded that to be effective, at least one guard per shift had to be mobile, preferably with a motorbike and had to have a walkie-talkie as a means of immediate communication to call for assistance, to warn of any suspicious intruders etc. All these requirements had also to be factored in when deciding on the amount to be collected. Decision: The residents decided to collect RM80.00 per household, and not per family. The immediate aim, bearing in mind the total collection amount, is to have 3 guards – 2 during the day and 1 at night. The street representatives are responsible for the collection of fees, (decided to be on a 3-monthly basis) which shall be remitted to the elected Treasurer, Mr. Goh Mea Seng, who will be backed-up by Mrs Ng. 6. Back Lane Grill: The residents also discussed the requirement to block off the back lane behind the houses of each street. The residents were reminded that the back lanes were required by law to be clear and accessible to fire-fighters and emergency rescue teams in case of fire. The blocking of the lanes, even if consented to by everyone, would be illegal and constitutes a fire-hazard. It would be deemed a criminal offence if someone was injured or died in the event of a fire in which firemen or rescue teams could not access an area due to obstructed back-lanes. Decision: This issue is to be resolved by the respective street representatives and the residents living therein. Any decision and costs for construction of the grills will have to be taken and borne by the respective street residents. 7. Combining with SD 10/2, 10/3 and 10/3A: The residents were reminded that in carrying out the security program, we should not isolate ourselves from our friends and neighbors across the road i.e. those staying in SD 10/2, 10/3 and 10/3A. Since SD 10/1A, 10/1B, 10/1C and 10/1D had obtained more than 85% participation of the residents in the security program, we have decided to proceed and implement it immediately due to residents being very worried about their safety. However, the residents were reminded that the best solution, both in terms of security arrangement and for the community relationship and spirit was to have a combined security arrangement for the whole area encompassing the whole of SD 10. Decision: The residents agreed to go ahead and maintain the current security arrangement for SD 10/1A, 10/1B, 10/1C and 10/1D while waiting for the rest of the residents in SD 10/2, 10/3 and 10/3A to decide to start participating in the security program, which could be easily restructured to take into account the area as a whole. The consensus was that there should be at least 85% participation. 8. Neighborhood Watch: The residents were reminded that even having the best guards in the business would not guarantee them of a crime-free environment. Ultimately it was up to the residents themselves to ensure this, i.e. they had to look out for each other, to report any suspicious characters to the police, to notify their neighbors of their absence, to check up on their neighbors in case of suspicious activities or triggering of home alarms, to share information received on incidences or suspects in the vicinity etc. In the course of doing all the above, it will automatically enhance the spirit of neighborliness and goodwill among all the residents. Decision: The residents agreed on this and will make an effort to get to know and interact with each other better. To start off this effort, all residents will be given a list of names and contacts for each street. 9. There being no further matters to be discussed, the meeting adjourned at 11.15 p.m. 14th October 2009

 Proposed Boom Gate M6 will close permanently and pass through without any objection from the residents for security reason.

Dear All,

Agree with the suggestion on the area for GR1. Last week, for the green area (jogging track) between Margosa and Kenanga, I managed to get the officers at MBPJ to come for an inspection to look at the bad state of the area. Immediately after that, they got their subcontractors to clear the area... I am sure you all can see the difference now. However, sad to say, we have noticed the following bad habits of the residents living in the vicinity (Margosa and Kenanga):

a. Residents are throwing their DOMESTIC, GARDEN and CONSTRUCTION (from renovation) WASTE, DEBRIS ect into the green area hoping that the Alam Flora people will clear it. This is a very blatant and selfish act (dont mind to throw anywhere except in own house compound) resulting in the area turning into an open waste burning area.

b. Residents turning the green area adjacent to their homes into their private garden / vegetable plot by not only planting various vegetables/fruit trees etc BUT ALSO having the audacity to FENCE UP the area.. What if every one started doing that? It is a PUBLIC PARK for the enjoyment of the public. 'Enjoyment' here also includes visual (tak menyakit mata)..

c. Although there is clearly a signboard forbidding it, inconsiderate residents not only bring along their dogs to poo on the park making it difficult for us to jog or enjoy our walk, but also FAIL TO PUT THEIR DOGS ON A LEASH.., not only endangering the public but also insensitive to others rights. This is an offence but they dont seem to care.

d. Children and adults passing through throw thier food and drinks wrappers and empty bottles indiscriminately in the park and into the surrounding drains.. Who is to blame? Thier parents of course, who do not teach them not to throw rubbish any where they like.

2. Once we finish the gotong royong, I suggest we send a flyer or engage the residents including the KENANGA street leaders to tell everyone to stop treating our common areas as public dumping grounds. I am sure you all will see that these very culprits are the ones who will not join the gotong royong. Thanks and see you all at the gotong royong.

KUALA LUMPUR: Bandar Sri Damansara Residents' Association (BSDRA) gave Streets the Strategic Media Partner Award 2009/2010 for its excellent, consistent and continuous coverage of charity and community affairs in the township.

BSDRA president Ravindran Raman Kutty said the association was honoured to present the section with the award.

"Streets has won the hearts and minds of Bandar Sri Damansara residents.

"This is the 15th year the executive committee is giving away this award which recognises our media partners who have contributed to the development and betterment of the Bandar Sri Damansara residents and township," Ravindran said at the award presentation ceremony, which was held in conjunction with the association's 15th annual general meeting.

Guest-of-honour Subang member of parliament R. Sivarasa presented the plaque to Streets editor Chan Cheng Tuan.

Chan thanked the association for recognising Streets' contributions in tackling the issues at the heart of the community.

Ravindran also presented awards to The Sun, Radio Televisyen Malaysia, Harian Metro, Sinar Harian, Alam Flora and the Bandar Sri Damansara police.

Streets, a section that focuses on community issues and events, comes with New Straits Times daily except Sundays.

FOR the fifth consecutive year, the Sun received the Outstanding Strategic Media Partner award from Bandar Sri Damansara Resident’s Association (RA).

This newspaper was among six other media organisations including the New Straits Times, NTV7, RTM and Harian Metro who received awards from the association.

The association also awarded companies and agencies such as Alam Flora, Indah Water and Selangor Public Works Department titles in recognition of their services to the Bandar Sri Damansara neighbourhood.

In addition to this individuals such as Sungai Buloh chief inspector Afandi Hussin and former Bandar Sri Damansara sergeant Adnan Din received awards for facilitating the maintenance and security in the area. RA Committee members’ were also recognised for their performance last year.

All award recipients received a plaque.

Present were Subang MP R. Sivarasa, association president Ravindran Raman Kutty and deputy president Andrew Hong who presented the awards to the recipients.

The main issue addressed during the ceremony was security and safety in residential areas. In his speech, Sivarasa said it was unfortunate that communities have retreated into enclaves due to the gated and guarded schemes which are on the rise.

“This is however only a stopgap measure that people are forced to implement,” he said and accused the police of inefficiency in minimising crime.

“We have over 100,000 policemen and women and that is more than enough for the entire nation’s population of about 27 million,” he said.

Sivarasa said Malaysia’s ratio of policemen to people is about one to 200, just above Interpol’s recommended ratio of one to 250.

He said the overall ratio of policemen deployed for crime prevention to residents in Petaling Jaya is one to 1,250.

“This is just the average ratio as in some areas, such a Kota Damansara, the ratio is one policemen to 3,000 residents.”

Meanwhile, Ravindran said the standard operating procedures created by the RA’s security team has reduced crime in the area by over 86%.

Help The Police Department Help You

The Police Department cannot function effectively without the assistance of concerned, responsible residents. They are depending on YOU to call and tell them whenever you see suspicious persons or activity.

Some residents fail to call the police simply because they are not aware of what seemingly innocent activities should be considered suspicious. Others may recognize suspicious activity and be hesitant to call for fear of being thought of as the neighborhood "busy-body." Yet others simply assume that someone else has already called the police.

Call the police immediately about all suspicious activity - and do it yourself. Don't worry about "bothering" the police; it is part of their job to investigate suspicious matters. Do not worry about feeling embarrassed if your suspicions are wrong; think instead about what could happen if your suspicions are right and you don't call.

What is Suspicious?

Generally, anything that seems even slightly out of the ordinary for your area or for the time of day may signal criminal activity. Some of the most obvious things to watch for and report include:

A stranger entering your neighbor's home or property when the neighbor is not home.
Screaming or shouting may signal a fight, robbery, rape, etc.
Offers of merchandise at ridiculously low prices could mean stolen property.
Person removing car parts, license plates, or gasoline are considered suspicious.
A person looking into parked cars may be looking for a car to steal or for valuables left in plain view inside.
Persons entering or leaving a business place after hours may be burglars.
The sound of breaking glass or other loud explosive, noises could mean an accident, break-in, or vandalism.
Persons loitering around schools, parks, secluded areas, or in the neighborhood may be sex offenders, may be "casing" for crime, or may be acting as a look-out.
Persons around the neighborhood who do not live there could be burglars.
Persons claiming to be representatives of utilities (gas, phone, water, electric, cable), but who are not in uniform or have no company identification may be burglars.
Some Not-So-Obvious Things To Watch For

Not every stranger who comes into your neighborhood is a criminal, There are many perfectly legitimate door-to-door sales- and service-people conducting business everyday. Criminals, however, take advantage of this by pretending to be a legitimate business representative. After all, if criminals looked like criminals, none of us would have any trouble spotting them…

Following are some situations you might see and what they might mean:

Persons going door-to-door in your neighborhood. Watch for a while. If they look into windows, appear to be trying doors to see if they are unlocked, or go to a side- or back-yard, they may be burglars.
A person loitering in front of a home or business is suspicious if the residents are away or if the business is closed. There may be a burglary in progress.
Anyone tampering with or forcing entry into a building or vehicle is suspicious anytime, anywhere.
A person who is running and does not appear to be exercising, especially if carrying property could be fleeing the scene of a crime.
Simply carrying property may be regarded as suspicious if it is at an unusual hour, in an unusual place, if the person appears to be trying to conceal the property, or if the property is not wrapped as if it was just purchased.
A person exhibiting unusual mental or physical behavior may be injured, under the influence of drugs and/or alcohol or in need of psychiatric help.
Heavy foot traffic to and from a certain residence may indicate narcotics activity or a "fencing" operation (buying and selling stolen property), if it occurs on a regular basis, especially during unusual hours.
Things To Watch For Involving Vehicles

Any vehicle without lights at night, cruising slowly, or following a course that seems aimless or repetitive is suspicious in any location, but particularly so in areas of schools, parks, and playgrounds. Occupants may be "casing" for a burglary or robbery, or they could possibly be drug dealers or sex offenders.
Parked, occupied vehicles are worth noting, especially if seen at unusual hours. It could be a possible lookout for a crime, even if the occupants appear only to be lovers.
Vehicles being loaded with valuables are suspicious if parked at a closed business or residence where the occupants are away, even if the vehicle appears to be a legitimate commercial unit. Professional thieves will often take the time and trouble to customize their vehicles with special signs in order to move freely without attracting attention and raising suspicion.
Apparent business transactions conducted from a vehicle, especially around schools or parks and if juveniles are involved, may be indicative of drug sales.
Persons being forced into vehicles, especially if female and/or juvenile, may mean a possible kidnapping.
The unfamiliar abandoned vehicle parked on your block may be stolen.
Other Unusual Situations You Should Report

On-going vehicle "repair" operations at a non-business location could mean a "chop shop" where stolen cars are stripped, repainted, or otherwise altered.
Open or broken windows and doors at a home or business could mean a burglary still in-progress or already completed.
Gunshots, screaming, the sounds of a fight, persons chasing others on foot or in cars, unusual barking of dogs - anything suggesting foul play, danger, disturbance of the peace, or criminal activity - should be reported.
While some, if not all, of the suspicious circumstances described above could have logical and legitimate explanations, the Police Department would rather investigate a potential criminal situation and find nothing than be called after it is already too late and someone has been victimized. Your call could stop a criminal act, prevent an injury, or possibly even save a life !!

What Happens When You Call The Police?

All calls to the Police Department are prioritized according to the seriousness of the situation, NOT simply according to the order in which they are received. If you call the police, please be prepared to provide as much of the following information as possible:

What are you reporting?
When did it happen?
Where did it happen?
Is anyone injured?
Vehicle description (including license number)
Suspect description, including race, sex, age, height, weight, hair, eyes, facial hair, clothing, & any other identifying characteristics.
Direction of flight (street and direction) Weapons involved (gun, knife, bats, etc.)
Where are you calling from?
While it may seem like you are being asked many questions, the information is for the safety of the responding officers. The dispatcher is attempting to gather as much information about the situation as possible so that the officers will have a clearer picture of what they may encounter when they arrive.

Please, remain calm and cooperate with the dispatcher.

The security arrangement under BSDRA came to halt in September 2009. In October 2009 an initiative was taken by brothers Alan Ong, Chew, Tan to commence security arrangement for the following areas: Jalan Margosa SD10/1A, 1B, 1C and 1D. Jimmy Lim of SCS was appointed to manage the security arrangement. Beginning November 2009, residents of Jalan Margosa SD10/2, 3 and 3A decided to join them under the collective name of MS (Margosa Security).

The companies which have been engaged to provide security services are as follows:

(1) From October 2009 to February 2010 - SCS: Mr Jimmy Lim

(2) From March 2010 - DFSS: Mr Vijay Kumar

(3) From April 2010 - TSS: Mr Kumar K. C.

Proposed Events for the year 2010

(1) Margosa Security was kick started effective 1st October 2009 after BSDRA put a stop to the collective security arrangement from September 2009 onwards.

(2) Gotong Royong Activities:

(a) Gotong Royong Phase 1 (GR1) on 10th April 2010 from 7.45am to 11.45am to include our Play Ground Area (242 OU 10/3)and Area between Margosa SD10/1A-1E and Kenanga SD9/1 (295 OU 10/3)

(3) Neighbourhood Get-Together BBQ Dinner on 1st May 2010 from 6.00pm onwards.

(4) A Briefing will be given by Encik Zam from Pejabat Perpaduan Daerah Petaling on 1st May 2010 from 6.00pm to 7.00pm. He would speak on behalf of Mr Beh How Sang, Pegawai Perpaduan Daerah Petaling

(5) Road Safety Campaign proposed by Jeffry Faisal

(6) Neighbourhood Watch to recreate awareness

(7) Composting Project proposed by Rafeeudeen Abubaker. Mr David Zon may be invited to speak on this subject.

(8) Annual Competition for most park in BSD proposed by Rafeeudeen Abubaker.

(9) Campaign against illegal ads with the removal of these ads from the community.

Warmest greetings from all of us in the MS Committee.

We wish to inform, effective from 12am 1st March, the security services of our area will be managed and maintained by a new company, Delta Force Security Services. Margosa A Committee for Margosa 10/4-8 will also change to Delta Force Security Services.

We noted the concerns and suggestions raised by you, and we shall take the necessary actions to continuing improve the security and safety of our little community. Together we will and can work towards the creation of crime-free haven for ourselves.

You may have noticed that the construction of our two guard houses at M4 and M5 is now completed and within the next few weeks, we shall have the electric boom gates. Henceforth implementation of the sticker entry and other needful security arrangements will follow very soon.

Setiap Petugas Keselamatan bertugas dikehendaki mematuhi perkara-perkara yang tertera di bawah dan setiap Penyelia bertugas dikehendaki memantau dan menentukan ianya dilaksanakan pada setiap masa:

1. Berada di tempat bertugas tepat pada waktu yang ditetapkan.

2. Memakai pakaian seragam yang ditetapkan.

3. Menentukan Boom Gate dikunci pada waktunya dan Boom gate dikawal sentiasa ditutup dan dibuka untuk melepaskan kenderaan keluar masuk pada setiap waktu yang ditetapkan dari masa ke semasa.

4. Memerhatikan samada setiap kenderaan yang melalui Boom Gate mempunyai pelekat residen yang sah and meminta pemandu kenderaan yang tidak mempunyai pelekat mendaftarkan diri dan kenderaan mereka terlebih dahulu.

5. Menentukan serah-menyerah tugas dilakukan dengan sempurna sebelum menamatkan dan memulakan tugas setiap hari.

6. Sentiasa prihatin terhadap dan mengawasi setiap pergerakan keluar masuk kenderaan atau orang di kawasan yang ditugaskan.

7. Melapurkan dengan serta merta kepada pihak atasan dan polis setiap kenderaan atau orang serta kejadian yang mencurigakan.

8. Mengisi Buku Lapuran / Insiden dengan tepat, kemas dengan mencatat waktu yang sebenar.

9. Sentiasa menjaga disiplin diri dan tingkah laku sepanjang tempoh penugasan.

10. Sentiasa membawa Kad Pengenalan diri, Pas serta lessen memandu yang sah sewaktu bertugas.

11. Tidak boleh meninggalkan pos atau kawasan penugasan sewaktu bertugas tanpa mendapat kebenaran dari pihak atasan. Kebenaran ini hendaklah dicatit dalam Buku Laporan / Insiden.

Not right to ask visitors to pay for access stickers

I AM a mother of a five-year-old boy who has just started kindergarten this year. The kindergarten is located in one of the housing areas in Bandar Sri Damansara.
As expected, this housing area has its own security guards situated at the only entrance of the area. I suppose the residents are paying monthly fees in order to have two men stand guard over the entrance as well as patrol the area from time to time.
Considering the rising crime rate and the concern the residents might have for their safety, I do understand the need for the security services.
But much to my surprise, the residents association has recently proposed for the parents of my son’s kindergarten to pay for the car access stickers, too.
The reason given was that the security guards would like to have a more stringent control over the access to the housing area. Frequent visitors must have the access stickers on their cars to be allowed to enter the area. Another reason they gave was that the housing area does not have many houses, hence the funds for the security services is insufficient.
Although the car access stickers do not cost a lot, I find this idea of having frequent visitors paying for the access stickers totally absurd. I wonder if any other housing areas are doing the same.
I am sure in Petaling Jaya alone, each housing area has at least one to two kindergartens, nurseries, music schools and tuition classes.
If I have a few children who attend classes at these places, then imagine how many stickers my car must have.

Issues covered at meeting with residents on 7th February 2010

Dear All,

Below are the summary of the discussion points during our briefing today.

1. Residents were inform of the Account Status of MS Security; the monthly collection & expenses, total contribution for the guard house/fencing and expenses so far. (Goh, please sent the Account Summary to be attached)

2. Committee inform that another round of contribution for the fencing and Electrical Boom Gate will be carry out.

3. Residents were requested to approach their neighbours who have yet to fill in the the letter of consent for entrance closure, letter of consent for SD9 to fence up the front portion of the shared playgound in between SD10 and SD9, and to provide their details for the vehicle stickers.
If possible, convince them to be part of the contributing community as others. (Sidney/Goh, please provide the details to be attached)

4. Ravi, RA president was present to inform:
- Being linked to RA, our security effort will have the support and endorsement by RA, which has the link/support to police.
- RM200 administrative fees to RA is critical for RA to maintain their secretariat to assist all in the administrative and communication to the authority, such as MBPJ.
- Resident that had paid advance payment earlier to RA before the termination of the RA security, will not get refund as the total fees collected then was not sufficient to cover the security expenses. RA will provide the information/details on house in our area who has paid advance then.
- for complains such as road conditions, triming of trees, etc., RA advise us to report to MBPJ by calling MBPJ 24 hour Hotline (03- 79542020) and request for the report no., and follow up after 2 days. Resident can then SMS or Email to RA for RA to expedite them if MBPJ does not action promptly.

5. All to work to get MS resident to sign Letter of Consent to expedite the boom gate closure / limited entry for those without sticker.

6. All agreed to engage an additional secuity guard (to be 3 instead of 2) for night shift during the CNY week. Committee to explore this request with Security Co.

Please add things that I missed before we send to all the resident with the attachment from Goh and Sidney.
