TNB is our sole supply provider. TNB has standardised the design and installation of streetlights all throughout the country. The lamps are mounted on TNB's concrete poles that bear the company's colour of blue and red, and also a reference number, which can be seen on the picture above.

Gated issue still a hot topic - MBPJ has only approved one application so far

THE issue of gated and guarded communities must be the most hotly debated topic in Petaling Jaya currently, with one side saying they need the system to keep criminals at bay while the other insists that it is simply illegal to block public roads.

The Petaling Jaya City Council (MBPJ) follows the existing guidelines issued by the Housing and Local Government Ministry, as well as the Gated and Guarded Community draft guidelines by the Selangor Housing and Property Board.

Meanwhile, we also adhere to the Ownership Strata Act 1985 (Act 318), particularly Section 6 (1A) that touches on “Gated Communities”.

The definition of a guarded community scheme is that it is an enclave provided with security services with or without a guard house and no physical barriers.

On the other hand, gated community is defined under Act 318 as a development that is demarcated with a physical structure that runs along the perimeter or boundary with controlled access to the public.

The following points have to be complied with if a housing estate wishes to subscribe to the gated and guarded scheme:

·Request has to come from residents associations, or the developer if it is a new development;

·At least 85% consent from the residents (for existing housing schemes);

·Only one guard house is permitted and it should measure 6m x 8m;

·The guard house should not obstruct traffic flow and should be built on the side of the road with written permission from the local authority;

·Vehicles cannot be prohibited from entering the housing estate;

·Boom gates are only allowed to be used from midnight to 6am;

·The authorities are allowed to enter the said area at any time; and

·The installation of perimeter fencing is strictly prohibited.

So far, the council has approved only one of the 15 applications received as the rest failed to meet the requirements.

A total of 28 housing estates are implementing the gated and guarded system illegally and we have not received any applications from them. The council is taking action and we will remove the obstructions and bill the residents for the job if they fail to do it.

We are also looking at alternatives for residents to enjoy a safe environment without compromising on convenience and accessibility.

My suggestion is for residents’ associations and Rukun Tetangga to further boost solidarity through the inculcation of neighbourliness.

Residents can foster closer ties with their neighbours and the community and patrol their own neighbourhoods.

The council has also appealed to the police after the proposal to set up an auxiliary police force was turned down. We are still awaiting their response.

Giving RAs a bigger voice

RESIDENTS Associations (RAs) in the Klang Valley will soon have an effective platform to engage directly with their local councils and relevant agencies.

Under an initiative by The Star and RED FM, about 180 RAs in Selangor, Kuala Lumpur and Putrajaya would be invited for meeting to be held at Menara Star, Petaling Jaya on April 25 at 3pm.

The Star group chief editor/executive director Datuk Seri Wong Chun Wai said the tie-up with the RAs was part of the media group’s efforts to work closely with its readers and highlight the problems they faced in their neighbourhoods.

“The topic for the meeting is something that has been hotly debated and close to the hearts of residents in the Klang Valley — neighbourhood safety.

“The residents and authorities can discuss and find a workable solution for the safety of their homes,” Wong said.

He said the programme would also see The Star and RED FM going to various neighbourhoods in the Klang Valley to hold carnivals which would include games, food fairs and contests for the residents.

The RED Ryder team would also be having roadshows to promote the event at the various neighbourhoods in the Klang Valley.

Wong said RED FM would hold live broadcasts at the location of the carnivals to allow listeners to take part in the issues being discussed at the particular neighbourhood.

“We want to go to the ground to serve as an effective bridge between the RAs and the authorities.

“We have also designed special programmes and events where local RAs can benefit from the sale of our publications and other products.

“Part of the proceeds from the sales of these items will be channelled back to the RAs which they can use to fund their activities,” Wong said.

He said the briefing session on April 25 would provide details to the RAs on the framework of the mini-carnivals to be held at the various neighbourhoods .

“We intend to hold mini-carnivals once every fortnight at a selected neighbourhood. It will be on first come-first-served basis. Some RAs have already given us their preferred dates and we will do our best to accommodate them,” he added.

Among the RAs which have confirmed their participation for the programme are Bukit Jelutong, Damansara Emas, Mutiara Subang and Bukit Antarabangsa.

The guest-of-honour will be KL mayor Datuk Seri Ahmad Fuad Ismail.

Dear Karen,

Greetings.

I wish to congratulate BSDRA for holding its 15th AGM this coming Sunday, 28th March 2010. I am proud to be been associated with BSDRA as a Life Member and a former of the committee.

I still remember one of main issues that BSDRA has often brought up with the then MPPJ (now MBPJ) was to light up all our parks. The then President, Y. Bhg. Dato' Emran agreed to include in the Council's annual budgets so that the lighting up of parks could be carried out in a systematic manner. After hearing our needs, Y. Bhg. Dato' recognised the importance of making our "township" brighter so as to deter unwelcome visitors to our homes.

I still remember with gratitude the first area to be lighted was the park located at Jalan Kenanga SD9/5J and this was done many years ago. I was also given to understand that other areas like Cempaka, another part of Kenanga, Jati, the Central Spine located between Kenanga and Margosa, etc were subsequently provided with light poles. However there are still several parks which are still in darkness at nightfall.

It is my hope that BSDRA would provide the members with the names of the parks with the lighting facility and those which are still without. Please allow me to name two parks in our MS Community: 295 OU 10/1A which has a short jogging track and 242 OU 10/3 which are in dire need of lights. Our MS Committee could only afford to fix up some light bulbs at the moment. With the help of our members, the other parks with their needs could be very easily identified.

There is a need to take this matter with MBPJ again. We must endeavour to get all parks lighted in the shortest possible time.
